Questions Logic of N.R.A Proposals

Dick has written to the N.R.A and Wicklow County Council questioning the proposal to remove the roundabout at the Killarney Road/Southern Cross junction and replace it with a set of traffic lights.

"Constituents who have been in contact with me suggest that the traffic problems at this important entry and exit point for Bray will only be compounded with a signalised junction.  They question whether the impact of these proposals has been fully assessed" said Minister Roche.

The N.R.A proposes spending €2 million of taxpayers money removing the roundabout – which was recently ‘landscaped’ at considerable cost to Bray Town Council.

Dick Welcomes Additional Funding for Wicklow’s Water Services

Dick has welcomed the additional funding of €551,000 that has been provided to Wicklow County Council towards the running costs of their water and sewerage treatment plants and the sampling and licensing costs associated with water services.

Today’s funding is in addition to the funding made available earlier in the year under the Local Government Fund and the Water Services Investment Programme.

“One of aspects for which funding has been provided for on this occasion is to offset sampling costs to establish compliance with drinking water and wastewater effluent standards and licence application fees to the Environmental Protection Agency for wastewater discharges.   This will allow Wicklow County Council improve the standard of water quality and to check the quality of discharges into Wicklow’s rivers and coastal waters. By improving in these areas Wicklow County Council can ensure that the water courses in County Wicklow meet the highest environmental standards and hopefully contribute to a number of beaches in the County regaining Blue Flag Status” said Minister Roche.

 
Dick to Attend EU Foreign Ministers Meeting

Dick will attend the monthly meeting of European Union Foreign Ministers in Brussels on Monday, the first to be held under the Belgian Presidency.

Gaza and the Middle East Peace Process will be high on the agenda.  Ministers will hear from High Representative Ashton on her recent visit to the region and will consider prospects for moving from the current US-led proximity talks to direct negotiations on final status issues.  Minister Roche will stress the urgency of action to improve basic living conditions in Gaza, including by allowing normal economic activity to resume.

On the Iran nuclear issue, Ministers will announce the EU’s implementation of the recent UN sanctions resolution, as well as further accompanying EU measures. Further items for priority attention on Monday include the present situation in Sudan and the advisory opinion issued by the International Court of Justice on Kosovo’s Unilateral Declaration of Independence.

Dick Welcomes Start of EU Membership talks with Iceland

Dick speaking at the General Affairs Council today (Monday 26 July) in Brussels, welcomed the opening of accession negotiations with Iceland.

"I am pleased that we are moving ahead quickly on Iceland’s application to join the European Union. Ireland has close historical, political and cultural ties with Iceland. Clearly, there will be issues of great interest to us in the accession talks, such as fisheries. While we must now await the outcome of the talks with Iceland, their accession to the EU is something that I would regard as a very positive development”.

Accession negotiations between Iceland and the European Union will be formally opening tomorrow, Tuesday 27 July, in Brussels.

 
Speech by Dick to the Joint Oireachtas Committee on European Affairs

I propose to give the Committee a brief read-out of the key items discussed at these two Councils in June before turning to the items on the agenda for this month. Minister Martin attended the Foreign Affairs Council while I attended the General Affairs Council. Minister of State Power attended a separate session of Development Ministers.

The General Affairs Council was presented by the Commission with its 2010 report on implementation of the economic and social cohesion policy, and the Commission informed Ministers about the outcome of the 2010 Forum for Outermost Europe held in Brussels in May.

Ministers reached agreement on a General Approach on the draft Regulation for the European Citizens Initiative. This general approach represents a reasonable balance between our wish to have a user-friendly system accessible to the citizens and the need to prevent abuse of the system. The agreement at Council will now form the basis for discussions with Parliament which will debate the matter in the Autumn.
